*Update Filter Components to Improve Consistency

Current State

• Filters on the Agreement List are different from filters on the BL list, but they should be the same
• Filters on the Agreement List are showing an older design that has been updated in Figma

Future State

• Filters on Agreement List and BL List should be the same

Additional Context

• In the future (post MVP) we will incorporate additional filters like Project, but for now we decided to simplify the filters to include FY, Portfolio, and BL Status
• By simplifying the filters for MVP, we will be able to better understand what filters users actually use/need vs giving them more than they might use and never knowing

For prioritization a question we should consider is how much time it will take to actually remove the capabilities to user and what value there is in that vs. using the time otherwise. I'd also propose this isn't a bug but more design debt but welcome and would appreciate hearing other perspectives.
