Research Types & Special Topics/Populations on a Contract

User Story

As a COR, I want to provide and have associated with a contract, the relevant research types and Special Topics/Populations for a contract so that I can potentially categorize and report on contracts by that information.

Acceptance Criteria

• [ ] User can select from and choose research types and special topics on a contract when requesting a status change for the contract's BLs from planned to executing.
• [ ] This information should be optional and not required.
• [ ] The user should be able to choose more than one special topic/population and more than one research type
• [ ] The user's choices would be persisted and logged accordingly as with other contract metadata.

UX was already done in #677 and related stories

Dev

• Frontend work for this was already done in #677. Just need any models updated and backend endpoints updated to accommodate this metadata changes for the contract and get the frontend wired up accordingly.
