Goals

document/track front end validations and consider replacing with backend validations
came up in Engineering Hours 3/11/2024 per request of @tdonaworth

Tasks

[ ] Identify components and helpers that are using FE Validation
- AgreementBudgetLines.jsx has validations doesAgreementHaveActiveWorkflow, canUserEditAgreement
- Agreements list
- Agreement detail
- Agreement BLI tab
- BudgetLines list
