Improve text input component (prevent from stretching beyond grid) #2095

Goals

*The text input / open text component on Create Agreement has resizing issues with some browsers

If the a user expands the text input, the width of the component should be fixed to prevent it from being stretched outside of the page width.

Additional Context

this does not seem to be an issue with Chrome, but is an issue with FireFox. Further investigation required.

@kimschulke Thus far, OPS has only been developed to support Chrome as Chrome/Edge is the only browser that OPRE staff will be using to access OPS. This is not the first non-Chrome issue we've encountered and likely won't be the last. Before deciding if/when we'll work on this, a decision should be made on if we intend to alter our stance on supporting non-Chrome/Chromium browsers :2cents
