What changed

Updated workflows to support new Azure env
Updared build and push action to take build args as comma separated string
Created and deploy frontend for dev to own specific image with static config

Issue

Runtime configuration is no longer supported with recent frontend code changes
New Azure env uses different creds and resource groups
Build and Push didn't accept build args

Note: Data-tools is still broken with this PR. Will work that separately.
