@fpigeonjr interesting, yeah there's more than one fee issue right now. Not sure how relevant this is but passing along some learnings we've heard: We've also heard that the fees are never deducted/paid out until the time the BL gets obligated. We've also heard at at different time (last year) that:

When a contract goes through its lifecycle, it’s only for the contract value and not the procurement shop fee. The fee is paid later by an associated direct obligation and not part of the contract itself. When the budget line goes to execution, the fee amount won’t get included and executed on,

Our SME confirmed on 8/5/2024 that the fees should be getting deducted from can balances
