[10k]: Profile builder #276

Description

Possibly implement API that allows users to interact with their profile, and update characteristics such as their entity type (e.g., small local government, Tribal, CBO, etc), their capacity for matching funds (e.g., <=$20m), etc.

Particular attention should be paid to profile fields that are relevant for finding related federal opportunities.
