Set up hosting for the static beta.grants.gov site
Acceptance criteria
[ ] The static site is running on AWS (or github pages if necessary)
[x] Whatever front-end infrastructure identified in #189 and #188 is deployed
[ ] Requests are successfully routed through the application infrastructure

Use Github actions but need to confirm. Need to know more about the HHS tenant, we might need special permissions. Until we get access to AWS tenant, we don't know for sure. Checking with @marwanabufadel
