[WIP] Remove BYB page for single source NOFOs #63

The idea here is that these applicants don't need to register for grants.gov or SAM.gov because they aren't in a true competitive process.

So we should remove that from the Before You Begin page, or potentially just remove that page altogether for these NOFOs.
