Summary of changes

This PR adds a cover image for HRSA-25-068, as requested by Randy.

It does not automatically assign the image to the NOFO, but it makes the image available to be assigned to the NOFO once the app is deployed.

Notes:

the naming convention of the image is to use the NOFO number lowercased
we always use a .jpg

Why are we doing this

How to test

No tests for this one, it just adds an image to the bloom_nofos/bloom_nofos/static/img/cover-img dir.
