Knife needs to come out a LOT faster #47

Knife is currently very limited in use as it needs decent aim and solid ground in order to be used without dying, not to mention the fact that it's slowly telegraphed.

Suggested buff is to massively decrease its startup and, in turn, slightly decrease the knife speed and endlag.

Welp, now it's super annoying, but balanced. It will be meta-defining, though, as characters without projectiles who don't automatically jump to dodge will get checked hard by knife + dash.
