Adds locale support to percentages and currencies :euro: :yen: :dollar:
Adds the option to set locale for all formatting
Offloads formatting to Babel for locale specific tools
Deprecates as_money with warning to use as_currency instead,
Updates documentation and switches to Sphinx autodoc API
