Mathematica 12 performance regressions #11

I had started a full sweep of the projection a few days ago and it took ages and most of them did not finish. Now I recalled that it did not take that long with cufoff = 4 and now cutoff = 3 is laughably slow. It turns out that Mathematica 12.0 is much slower for my task than 11.3. So I will just change the version and re-run everything for now.

I am not sure how worthwhile it is to figure out the performance regression, but I want to record it.

I have tried to do a direct comparison and I cannot reproduce this issue.
