IG is published via CI pipeline #11

HL7 Tooling will be used to publish the IG (#6).

A CI pipeline will be configured to do this automatically when changes are committed to this repository

Master branch is continuously deployed to https://build.fhir.org/ig/HL7-UK/UK-Core-Access/capabilities.html

Still to complete:

Separate static HTML page for versions and hosting for each final build of the IG. Add this as a separate issue to be tracked.
