I was looking at the Security page in the ImmDS FHIR IG, and should the link be to the base standard safety page or the security page?

http://build.fhir.org/ig/HL7/ImmunizationFHIRDS/security.html

should point to http://hl7.org/fhir/R4/safety.html (existing) or http://hl7.org/fhir/R4/security.html
