Updates for new versions of HAI and HAILTC #1087

@lmckenzi Right now we don't want to deprecate any of the older versions. The latest one won't be started to be implemented for another year. We want to keep them all open for comments.

You can't make changes based on 4.2.0 or 4.2.1 anymore. The only thing you can do is release a 4.2.3 based on 4.2.2, so I would expect at least 4.2.0 and 4.2.1 to be marked as deprecated? (Unless CDA isn't using semantic versioning rules?)
