Probably should be http://hl7.org/fhir/StructureDefinition/measurereport-populationDescription as shown in https://hl7.org/fhir/extensions/5.1.0/StructureDefinition-measurereport-populationDescription.html

This extension was deprecated. Places where it was used have been changed to use the correct ext pack extension.
