Publication information propagated into examples #597

I have an IG that contains example PlanDefinitions which are being populated by the publisher with the IG's publication information (version, date, publisher, etc.). It seems to me that (by default at least) publication information should not be propagated into examples of canonicals resources.

@ElliotSilver will raise the proposal to change the default behavior on Zulip to see if anyone objects.

Based on no further objections after explanation, will change default behavior to not propagate or override in examples unless a property is set in the IG. If property is set, propagation and overrides will behave as they do now.
