Update the template to use the latest version. This required some additional changes to account for changes in the template, most notably needing to add markdown="1" in order for markdown to be processed inside of div tags.
It also contains some other (somewhat) related changes:
moves some of the inline styles to classes and adds the FHIR-shorthand.XML file that the template now generates
removes package-list.json as IGs should not maintain that anymore
fixes some of the entries in the IG file
removes suppression of warnings that are no longer produced
