Add a parameter to IG publisher similar to the apply-copyright, etc. that will apply the current (less desirably, the specified) datetime to resources in the IG.
We should consider whether this applies to all resources, only canonical resources, non-examples, resources with a particular extension, special date (e.g. replace 1900-02-31), etc.
(Actually, what might be nice is to be able to apply a global setting on the IG (enable or disable), but override it on specific resources. Ideally, that could be done for all the apply-* parameters.)
