It's not possible to influence the content of the artifacts page in any way, which might be handy in certain situations - for example, if you want to add a link to download all the visible artifacts on the page at once.

We should add an 'intro' and 'notes' section to the artifacts page (the same as we have elsewhere). You could then include a link to the downloads page in either or both of those. (Or put the links directly on the artifacts page, though I'm not sure that'd be most ideal.)
