Create a page for the ImplementationGuide resource #240

Initial discussion in Zulip.

The template should create a HTML page for the ImplementationGuide resource. Linking to other IG's creates links that target the ImplementationGuide, but a HTML page is not found.

An alternative, a perhaps better one, would be for those links to refer to the index page of the implementation guide.

This issue is somewhat related to #176.

We will make the IG canonical resolve to the index.html page. Over time we will work to standardize (at least somewhat) where the core contents of the IG are rendered within an implementation guide so that there's more consistency in how people navigate to the different pieces. All of the key information from the ImplementationGuide resource SHOULD be accessible from the IG home page somehow. If that's not happening, we should address that, not introduce a non-human-friendly page that just renders the technical content of the IG resource.
