Should be warning if FMM isn't defined #11

We should now be expecting that all HL7 FHIR IGs have FMM declared on all non-example conformance artifacts. Spit out a warning. (Will eventually migrate this to being an error.)

Will also enforce 0-6. Will also require declaration of standards status
