Copyright needs to be HL7, not the WG #6

The current version of the HL7 FHIR template has the name of the workgroup responsible for the IG as the name for the copyright (e.g., IG (c) 2022+ Clinical Interoperability Council). This was brought up with the TSC and it was pointed out that a Workgroup is not a legal entity and can't hold a copyright. The copyright statement should be to HL7 (i.e., IG (c) 2022+ Health Level Seven International) with potentially the WG beside it (or somewhere else entirely like the Links list).

Will change the template for HL7 to change this bit to be: (c) yyyy+ HL7 International ([WG name])
