"DSTU2" URLs aren't resolving #24

Original issues said they shouldn't resolve to STU3. However, at this point, they're not resolving at all. Try http://hl7.org/fhir/DSTU2/StructureDefinition/Patient.

This isn't actually an issue w/ Kindling, but leaving it here as a trigger for Grahame to look at it.
