Is your feature request related to a problem? Please describe. Currently, there is no guidance available on how to use the EHIC information in the scope of the HL7 AT FHIR Core IG Patient Profile.

Describe the solution you'd like To add the EHIC as additional identifier to the Patient Profile.

Describe alternatives you've considered Research has shown that there already is a draft for the FHIR IG in the european FHIR community. But in this FHIR IG, the EHIC informationen is modeled as a combination of Coverage and Patient. See this Zulip discussion

After a longer discussion in several TC FHIR calls, we reached the following conclusion:

• The EHIC information will be profiled via Coverage & Co and not only as an additional Patient.identifier, since this reflects the current implementations of the EHIC in the various information systems in Austria in the best way.
• We are going to comply with the FHIR IG from HL7 Europe and are getting actively involved in its completion (since it still has a draft status)
• As long as this FHIR IG for EHIC is still in draft status, we will just reference to it from the narrative section of our Patient Profile.
