no-basis-Patient.identifier FNR har beskrivelsen :-)

"Felles hjelpenummer for the patient. Felles hjelpenummer as one of the possible patient identification numbers. The norwegian Felles hjelpenummer shoud only be used when the Fødselsnummer og D-number is unknown."
