Translation of HL7 code systems #76

Consider translation of the HL7 code systems into Swedish for the systems used in the national base profiles.

In practice, providing code system supplements with additional designations.

Coordination with https://github.com/HL7Sweden/basprofiler-r4/issues/74

I have experience doing translations and can help set this up. https://crowdin.com is a really nice platform that can expedite this kind of work.

HL7 Germany and HL7 Austria are tackling translations and publication of supplements: https://chat.fhir.org/#narrow/stream/179202-terminology/topic/german.20translations.20for.20HL7.20CodeSystems and ran into the fact that UTG does not have a process for dealing with this kind of content officially: https://jira.hl7.org/browse/UP-549

They mentioned that any support in this area is welcome. Should we comment on this as HL7 Sweden to add a +1 ?

I did check the NLL translations, see e.g. event-timing and the translation is done by providing display values in value sets.

Another way of providing translations is to create CodeSystem supplements with the additional designations, see e.g. the German base profiles' marital-status translation. Also see the Spanish translations here.

I did an initial experiment with translating some code systems: https://github.com/danka74/hl7.fhir.r4.sv according to the process described here: https://build.fhir.org/ig/FHIR/ig-guidance/languages.html#creating-a-language-pack

Not sure how this compares to creating CodeSystem supplements with additional designations (in FSH).
