+judge calls type change #72

+judge calls should open as the JUDGE type, but the Assignment go to the sphere specified in +judge/call.

(Reason: Judge calls often require scrutiny after the fact. Sphere staff should ideally have a hard time missing their existence. Putting them in the judge archive makes them easier to find.)
