+job/approve should not work on jobs in the APPS bucket. These jobs should be +approved, +job/completed (in the case of staff apps), or +job/denied.

Better would be to put this in HOOK_APR on the applications bucket and remove the +approve command. Downside is, staff applications need to not be in the Applications bucket anymore.
