Staff access to sphere commands #84

Currently, sphere commands are locked so that only players from a specific sphere can use them. Changing this to allow access to staff is a good idea, but a pain due to using zones to administer access to sphere commands. Until such a time as a more generalized group identity management system is written, this is fixable but low-priority due to being a pain.

They are zone'd, currently. Couldn't we fix this by removing the from the zone, putting them in the master room, and then @lock/use'ing them to staff+sphere?

If it's staff versions of sphere commands, shouldn't they be in the admin zone anyways?
