[Bug] 安装 NeoForg 重复下载资源 #3052

问题描述 | Problem Description

安装 NeoForge 时，观察到重复下载库文件

这会增加安装时间，加剧服务器流量消耗

启动器崩溃报告 / 启动器日志文件 | Launcher Crash Report / Launcher Log File

Downloading https://maven.neoforged.net/releases/net/neoforged/installertools/cli-utils/2.1.2/cli-utils-2.1.2.jar to .minecraft\libraries\net\neoforged\installertools\cli-utils\2.1.2\cli-utils-2.1.2.jar 这段出现了两遍。我排查一下

麻烦测试一下安装 Forge 会有类似的问题嘛？ 我看这段文本是会在每次重试的时候输出…… 我感觉只是网络不稳定
