Delete binaries, workflow, parameter -q #18

deleted binaries workflow for mingw 9.3 and mingw 10.2 for version 10.2, syncronized with official, dayly update, mingw 32 + 64 bits small change on bats, about hbp parameters change to hmg to be build on harbour/addons, this give more power. Can change workflow, now it is like batch commands.

Next step: possibility to use 32+64 bits at same time

Seems files are big. mingw 7.3 32+64 bits have 70MB, but Harbour 3.2 do not works with mingw 7.3, they will never change source code. mingw 10 is near 400MB (32+64 bits), and bigger with CLANG. Depends on download, it can be 1GB !!! The only way to have a small download is to use Harbour 3.4 + mingw 7.3

I will rewrite the second part, or all, since I change workflow. I am trying an alternative to work on my fork using same workflow, because repository full name is not the same. JoseQuintas/hmg and HMG-Official/HMG

Rewriting, but now an error about hbmk2 not found.
