LocationKit 800 10808: AGC_CHECK_FAIL

Not able to get LocationKit to work on Android Studio emulator or device. Getting {"errorCode":800,"errorMessage":"10808: AGC_CHECK_FAIL"} error message from any of the LocationKit API. I am expecting to get success response from the API. Error seems to vague, is there anyway I can check why AGC checked fails? Thank you

Manage to get it done using automate integration using HMS Toolkit. Still not sure which settings went wrong after followed exactly previously.
