Move utility function outside of `RFossilpol` #7

Is your feature request related to a problem? Please describe. The utility functions (util_*) are now spread across several packages produced by the HOPE team.

Describe the solution you'd like a new package (RUtilpol) can be set ut and have all the general functions (eg. class check ).
