I can reproduce this on Arya, but I am not sure if it's the same cause as yours.
I was comparing "cpu MHz" get from /proc/cpuinfo
to make sure processors installed in the motherboard sockets are same model. Well, this is obviously wrong because of the CPU throttling. Maybe I should just check the model name.
On Arya right now:
$ cat /proc/cpuinfo | grep MHz
cpu MHz : 1281.351
cpu MHz : 1199.953
cpu MHz : 1307.585
cpu MHz : 1259.519
...
Mark as "Closed". Feel free to reopen for regression or if it is actually not fixed.
Not sure why a multicore Xeon (/proc/cpu info below) caused this to happen.
