Spin up ESM DAO

Problem:

• Need to dogfood our own processes and demonstrate their potentials
• Need to provide transparency for our funding and decision making from day one

Hypothesis:

• A Moloch DAO for our own ops will allow us to work more efficiently in public and demonstrate these superpowers to a wider audience

Tasks:

• Setup a Moloch DAO for our internal ops
• Research needed summoning/governance parameters
• Add core members to the DAO as co-summoners
• Research multichain operations
• Prep to receive initial funding
• Identify needs/frictions and begin documenting to alleviate UX of incoming journalists

Some considerations:

• We need to choose a primary chain for our operations. This will serve as the site for the bulk of our activities, ranging from signal proposals to compensation. Main considerations are cheap txns and potentially ideological alignment. Are there others? I suggest we use OP.
• We will also need to setup Safe multisig wallets on other chains to send/receive funds for various organizations. I recommend we hold off on doing so until the specific need arises, at which time we spin up the safe with 3/4 threshold and add the address to an index on the primary DAO profile page.
• Finally, I suggest we start our DAO using Yeeter for the following reasons:
  1. Yeeter does not currently support starting a funding campaign using an existing DAO/address. So if we want to start a campaign later we will need to start a new DAO and this is annoying. This feature is on the wishlist, but not high priority.
  2. We are currently fundraising via grants, so why not also apply that same slipstream attention towards crowdfunding? We can put the content of the meta proposal on the Yeeter details page and share the link with our community. Maybe a 1 month deadline to see if we can gather some symbolic supporters.
  3. When we spin up a Yeeter, we spin up exactly the same kind of Moloch DAO as using the generic summoner. Governance thresholds are standardized, but can be changed after summoning.
