Create Algorithm Directory when it doesnt exist #372

Currently the algorithm directory doesnt get created during the build process of the .war package. For an deployment on an Iaas Provider (Heroku,AWS) Metanome should check if the algorithm directory exist and if not create one before storing algorithms.
