This pull request makes some changes to the original workflow for the new eCLM documentation. Updates include:

addition of a python version of the mkscripgrid.ncl file to create SCRIP grid file for regular lat/lon grids
adding a missing SCRIP_* input file to runscript_mkmapdata.sh that handles creation of mapping files
