DT-6317 refactor data builder to not store data in docker image for OTP1

• This refactors data builder so data is stored in /storage path instead of in a docker image
  • New opentripplanner image tag is pushed for the router which uses the latest version of the data from storage
  • New opentriplanner-data-server image is pushed for the router which serves latest data from the storage
  • opentripplanner-data-container- is no longer pushed
• Added NOSEED env and made it possible to run without seeded data

Documentation has not been updated since we are moving away from using this version after a while
