Proposed Changes

This updates stylelint version
Replaces stylelint formatting with prettier as stylelint is getting rid of the formatting support
Applies linting/formatting automatically to shared components as well
Adds .git-blame-ignore-revs file so some prettier formatting commits don't show up in git blame

Note, we should enable rules that were disabled in https://github.com/HSLdevcom/digitransit-ui/commit/ce9d8a75b136e6ebacb0227a8fa9a620a8c91333 and fix those issues/only disable them on the lines.
