slack logging to be used via logger
add environment to slack message
do not alert about bad data if the blob is already marked as invalid

When deploying these changes, add environment:

ENVIRONMENT=DEV
# or
ENVIRONMENT=PROD

Build is now fixed in dev. The error was caused by dependency installation process on Docker image build, and was not related to these changes.
