Update IP addresses for Vincit VPN to Azure AKS #1640

A Vincit VPN exit node whose IP address has been added to the trusted admin addresses of Jore4's AKS clusters can no longer be used. Currently active VPN addresses must be added and outdated ones must be deleted.

Affects the following Azure AKS cluster resources:

[x] hsl-jore4-dev-cluster
[x] hsl-jore4-test-cluster
[x] hsl-jore4-playg-cluster
[ ] hsl-jore4-prod-cluster

hsl-jore4-prod-cluster can not be updated because it does not work. Other actions are required to be performed before.

The update for three resources was made in Azure portal.
