Vehicle journeys should have a LIJ id.
Vehicle journeys with the same line, direction and start time should keep the same LIJ-id for them, as all the preveious ones with the same times. No matter how long time ago the previous usage was, they still should be using the same id.
Exisiting ID's from Jore3. New ID's with some generator or such.
This relates to LIJ integration (pubtrans).
Decide how this should be done and create an implementation ticket.
