Consider how to allow busses to drive on top of tram tracks #97

As a public transit planner I need to guide busses to drive along the tram tracks during track repairs so that the tram service is not hampered.

Maybe this requires connecting the road network with the tram track network. But that might be an UI issue instead of a data model issue. We might not need to connect the different types of infrastructure networks.

(Sometimes busses and trams stop at the same stops. That is probably not relevant for this issue. Even then it would probably make sense to model the tram tracks and the road separately, as the different vehicles behave differently and attain different speeds, for example.)
