Draw a basemap

The purpose of this PR is to plot a basemap which will be replicated in map visualizations. The basemap uses same spatial files (rails, roads...) as MAL 2019 maps.

• Plots an A5-sized PNG map
• Includes the HS14 region border, municipality borders, rails, roads, and the sea
  • Same colors as in MAL 2019 maps
  • Line widths are the same in relation to each other but not in relation to whole plot
• Texts: font family is Arial, color is MAL gray, size is 10 (should be verified in printing...)
• Title: color is MAL green

The new version of the basemap is in SharePoint. New commits contain the changes discussed in last week's meeting. This PR is ready for review!
