I've turned the HTML in the publish page into a partial view, which I'm using in both the published page and the admin preview tab.

Resolves #2213

@dracan This looks like a good change, but there are conflicts. Are you able to resolve so that we can merge?

@MisterJames Yep, but probably not for a day or so - got a shed load of stuff to do unfortunately. It's on my list though - so I won't forget ;)
