As a disaster, I should be be associated with applicable cluster needs, and only presented to volunteers who are in that cluster #23

Volunteers should only be presented with disasters they can help with. As the disaster list grows, finding the disasters I can help with becomes more important to remove the chaff from the seed.

What is the status of this issue? Are the requirements more clear now?

This one is still open, but without a clear answer. (The software is new enough, no one is thinking about what it will look like when there are lots of areas where folks are participating.

Question: what would be a good label to those issues I don't want to lose, but really just aren't ready for work yet?

@BillWagner How about 'waiting-for-requirements' or 'needs-requirements'?
