"virtual" - Usability - No way to select/de-select all clusters in a disaster #368

"Virtual" Steps to reproduce

  1. Add or Edit a Disaster
  2. The page shows all the clusters being used with checkboxes.

Issue : Clusters can be unchecked/checked individually but there is no option to select All or deselect All
