Create a Rules Screen #3

Screen a simple Rules screen. For now, just be sure to have the text rendered in a legible manner. We don't need the exact rules for now, but think about how we can section off portions of the rule to make them for legible.

Pictures/diagrams might be good to include, although not necessary at the moment.
